ASSISTING AFGHANISTAN TO REVITALIZE IRRIGATED AGRICULTURE, PHASE I

Surface and groundwater resources are multi-sectoral, encountering demand from domestic households, urban areas, livestock, and irrigated agriculture. For this reason, the relationships among users and the water resource base (including surface and groundwater hydrology/meteorology) has been examined to avoid causing unintended threats to food security or to water security.

A Team led by David Garner (Planning Specialist), Mark Svendsen (Senior Water Resource Engineer) and DAI staff member Eric Viala carried out several missions in Afghanistan to assess the situation of the irrigation sector and to develop a strategy for irrigation rehabilitation. The ten large modern irrigation systems were visited and assessed, and two first regions were selected for immediate implementation.

Other technical assistance activities were carried out that included a hydrometeorological assessment to evaluate the severity and extent of the current drought; a data/GIS needs assessment to evaluate the potential for efficient water data collection, analysis and dissemination for better water resource planning and decision-making; and a water balance to define the current situation and trends in terms of uses, demand and supply of water resources in each major river basin.
