Identify, assess and prioritize areas for
rehabilitation of irrigation and other critical agricultural infrastructure;
Strengthen the Afghan government's strategic
planning and policy-making capacity related to the management of irrigated
agriculture and water resources;
Help to provide technical support for grants
to local CGOs to support community service programs that generate
emergency employment and support immediate rehabilitation of irrigation
and agricultural infrastructure; and
Establish a small technical unit to provide
technical assistance to ministries and NGOs, and technical oversight
for rehabilitation activities.
