Hurricane Mitch, among many other devastating impacts, left the upper watersheds of Honduras severely damaged and very vulnerable to additional degradation. The Hondurans who live and cultivate farms on these uplands, and whose communities and municipalities depend on them for water supplies, agriculture, and physical safety, desperately need support for placing these resources under effective, sustainable management. Downstream, other resource users and residents also depend on effective upstream management to reduce the risks of the kinds of infrastructure damage incurred during Mitch.

A grants management program in design, the Upper Watershed Rehabilitation Results Package (UWR) is built primarily on previous experience in Honduras, including effective sustainable hillside agriculture techniques, forestry practices and municipal strengthening. The program applies an integrated agricultural and forestry approach and will be community intensive. It is the responsibility of DAI to approve and monitor the grantees as they implement activities aimed at the rehabilitation of the watersheds post-Hurricane Mitch.
