Strengthen Water Sector Insitutions

	Conduct a detailed internal assessment (findings, recommendations & action plan)
	Provide institutional strengthening (implement recommendations, action plan)
	Expand the new water sector management master plan, as required
	Strengthen the Ministry's capacity for planning and evaluation of projects
	Implement other institution-building and training programs

Increase Efficiency of Water Use (including Expansion of Existing Supplies)

	Conduct a comprehensive national water demand management study
	Conduct a detailed leakage and administrative loss study in four cities
	Conduct a detailed study to improve the efficiency of the irrigation delivery system
	Implement municipal and irrigation water main and service line rehabilitation programs
	Implement effective municipal and irrigation administrative loss reduction programs
	Implement improvements to on-farm water scheduling
	Conduct a comprehensive water meter planning and improvement plan
	Improve construction inspection of new mains to ensure they are properly constructed
	Review and verify groundwater studies of deep brackish waters and yields from Disi
	Review all potential surface water sources and recommend possible improvements
	Co-finance other viable water supply projects (after other issues are addressed)

Improve Quality and Quantity of Wastewater Service

	Conduct an assessment of alternative wastewater treatment technologies
	Prepare studies/designs for model/pilot WSP's for three communities of varying size (village, town, and city); consider possibilities of reuse for irrigation
	Construct three pilot WSP's, prepare O&M manuals, train staff for 6 months, and conduct periodic post-startup reports on operating costs and performance
	Continue to fund community-level water and wastewater master plans and feasibility studies for communities with populations over 5,000 (say 25 cities)
	Design/construct W&WW facilities proposed in community master plans above
