- Review
relevant prior studies, prepared by, or for, MoWEP;
- Review
current specific legal and institutional frameworks governing watershed
management as well as relevant infrastructure needs;

Recommend
improvements in the regulatory and institutional framework, including
public awareness, which governs watershed management and pollution
prevention;

Draft
a national investment strategy, including functional specifications
for equipment, software and other requirements; and

Prepare
an economic analysis to assess the investment feasibility;

Develop
a set of procurement documents for the first priority investments;
and
-
Develop
a detailed implementation plan.
