Conduct an efficient pre-qualification and bidding process to enable USAID/West Bank and Gaza to sign a turnkey construction contract and Palestinian authorities to sign a long-term O&M contract before 30 September 2002.
In order to achieve this target, both the Mission and the Palestinian authorities have to make a number of decisions and undertake a number of actions. Thus, the IQC technical team will both produce the key documents and provide on going advice and support to USAID and the Palestinian authorities. The team will consist of two distinct parts: expatriate consultants and a Palestinian engineering entity presently operating in Gaza or the West Bank.
