  • Establish an accrual-based, automated FAS for the WAJ and the MWI that provides accurate and reliable cost and revenue information according to internationally accepted accounting standards;
  • Ensure the successful design and implementation of the FAS through stakeholder involvement and support;
  • Provide adequate training to WAJ and MWI employees to enable them to successfully update, operate and maintain the new system upon completion of the Task Order; and
  • Train WAJ and MWI managers to accept and use the accrual-based accounting system for financial planning.

The purpose is to design, implement, and institutionalize an appropriate and operational accrual financial accounting system in WAJ and MWI that is internally and externally acceptable, is compatible with the JVA’s system and meets the needs of its users.
