The Water Policy Program, funded by USAID in partnership with the Government of Lebanon’s representative, the Ministry of Energy and Water, seeks to support new government initiatives in private sector participation and sectoral restructuring. The program was first designed to work almost exclusively the national level, seeking to build a knowledge base on private sector participation and water services pricing. Subsequent consultations with senior government officials and the quickening pace of private sector initiatives spurred a fundamental rethinking of the program, which will now operate at two levels simultaneously: the national and the regional. At the national level, the program will expose decision-makers to exciting developments in the water sector internationally for application in Lebanon. At the regional level, it will work in partnership with the Water Authority of the South to prepare it institutionally and financially for the structural transformations it decides are the most appropriate.
